Job description
About the role
VicTrack owns Victoria's rail transport land, assets and infrastructure and is looking for a Senior Commercial Strategy & Partnerships Specialist. The role identifies, assesses and delivers commercial property and land opportunities that generate sustainable revenue and community value, acting as advisor and delivery partner to the Group Manager, Commercial and Land Strategy. It leads complex, high-value transactions, guides the Executive on commercial matters and coordinates cross-functional input to manage risks, costs and public value.
Key responsibilities
- Originate and qualify new commercial and revenue opportunities across the land and asset portfolio, engaging investors, operators, occupiers and delivery partners
- Maintain a single, risk-adjusted commercial pipeline covering sales, development, leasing, land assessment, strategic precincts and new markets, with stages, entry and exit criteria and forecast outcomes
- Challenge valuations, capital and operating costs, whole-of-life returns and risk allocation, and recommend whether to proceed, restructure, hold or stop each proposal
- Help design commercial models such as sale, lease, licence, ground lease, concession, revenue share, build-to-hold, joint venture and partnership
- Lead market sounding, transaction strategy, procurement inputs and negotiations for complex, high-value or first-of-kind deals
- Build partnerships with government, transport operators, tenants, community partners, investors and developers, and support community leasing, grants and other partnership programs
- Improve portfolio prioritisation, forecast accuracy and benefits tracking, and coach the team on commercial judgement and deal management
Required profile
- A relevant tertiary qualification in property, commerce, finance, economics, business or a related discipline
- Significant senior-level experience, typically 10 or more years, in commercial land transactions, infrastructure or property investment, asset commercialisation and partnerships
- Demonstrated experience negotiating long-term arrangements such as major leases, structured land sales, ground leases, concessions, revenue-sharing arrangements, partnerships or joint ventures
- Experience operating within a complex government or highly governed environment, balancing commercial outcomes with statutory obligations, public value and probity
Required skills
- Business-case assessment, valuation, feasibility, cash-flow analysis, NPV and IRR, sensitivity testing and whole-of-life cost assessment
- Negotiation, influence and stakeholder-management
What we offer
- Hybrid working arrangements and flexible public holidays
- Annual leave loading, an extra day off per month and other generous leave provisions
- Wellbeing support, including 16 weeks paid parental leave
- Career growth opportunities and free travel across Victoria's public transport network
