Workforce Capability Manager

About the role

The Workforce Capability Manager will lead and support workforce planning, HR metrics, learning and development, and talent succession activities within the People Services team. This role drives continuous improvement and aligns capabilities with the Reef Authority’s Strategic Workforce Plan.

Key responsibilities

• Provide strategic advice on capability development and contribute to workforce development strategies.
• Conduct organisation‑wide training needs assessments and develop annual training plans.
• Design and deliver training programmes using methods such as simulations, mentoring, on‑the‑job training and professional development classes.
• Coordinate training providers, monitor quality, manage the centralised training budget and assess requests.
• Maintain and continuously improve the Reef Authority’s Learning Management System (LMS) and manage training records and reporting.
• Oversee entry‑level pathway programmes, including the Indigenous Apprenticeship Program, liaising with service providers and supporting participants.

Required profile

• At least three years’ experience in a similar learning and development role, preferably within the APS context.
• Demonstrated ability to influence, collaborate with stakeholders at all levels and deliver results.
• Strong analytical skills with experience in data collation, analysis and reporting.
• Ability to remain calm under pressure, manage competing priorities and transition between routine tasks and strategic advice.

Required skills

• Experience using Acorn Learning Management System (LMS) or a comparable platform.
