Executive Manager – Corporate Governance & Services

About the role

The Executive Manager will support the IGEM, the Director of Governance and Reporting, and the wider Office in delivering corporate and strategic services across finance, HR, audit, risk, ICT and performance planning. This senior position works closely with internal and external partners to ensure efficient, compliant, and high‑quality service delivery for senior management and government.

Key responsibilities

• Lead and coordinate governance and corporate services, including audit, performance, risk, finance, HR and ICT.
• Research, analyse and develop policy, governance, performance‑management and planning frameworks.
• Oversee the full budget cycle: submissions, annual budget, forward estimates and year‑end processes.
• Monitor and report on budget and expenditure against government priorities and agency policies.
• Prepare and present monthly finance, HR and business‑services reports to the Director.
• Manage a small team delivering business‑services advice, asset management, IT and records management.
• Resolve HR issues, implement improvement strategies and provide strategic advice to senior leaders.
• Deliver corporate‑governance outcomes in collaboration with QPS Corporate Services.
• Build and maintain positive relationships with internal and external stakeholders.
• Foster a safe, diverse, respectful and inclusive workplace culture.

Required profile

• Extensive experience in government or large‑scale corporate governance, finance, HR or ICT environments.
• Strong understanding of Queensland Government performance‑management frameworks and disaster‑management context.
• Proven ability to lead cross‑functional teams and manage complex budgets.
• Excellent analytical, research and policy‑development skills.
• Effective communication and stakeholder‑engagement capabilities.
