Procurement and Contracts Officer

About the role

The City of Kalgoorlie-Boulder is seeking a Procurement and Contracts Officer to lead its procurement and contract management activities. This role supports the City’s vision of a sustainable regional city by ensuring best‑value outcomes, compliance with legislation, and strategic sourcing across all departments.

Key responsibilities

• Administer the City’s Procurement and Contract Management Framework, ensuring alignment with policy, legislation and best practice.
• Partner with internal departments to design compliant, innovative sourcing strategies and forecast procurement needs.
• Coordinate end‑to‑end procurement processes, including market assessments, tendering, evaluations, contract award and supplier performance monitoring.
• Provide strategic advice, coaching and education to stakeholders on procurement principles and the City’s procurement strategy.
• Establish and manage contracts, support negotiation, develop supplier KPIs and apply contract‑management best practices to minimise risk.
• Deliver procurement services that reduce expenditure, uphold probity and support budget development through market insights.
• Ensure compliance with WHS, risk management and records‑management obligations.

Required profile

• Demonstrated experience in procurement and contract management, preferably within the public sector.
• Strong knowledge of relevant legislation, policies and procurement best practices.
• Excellent analytical, negotiation and stakeholder‑engagement skills.
• Ability to work collaboratively across multiple departments and deliver high‑quality advice.
