Principal Legal Adviser – Justice Services & Regulation

About the role

The Principal Legal Adviser provides high‑level legal, commercial and strategic advice to the Justice Services and Regulation group within the Victorian Public Service. Working in a fast‑moving environment, you will support the Fines and Enforcement Services (FES) portfolio and help ensure the state’s fines system operates fairly and efficiently.

Key responsibilities

• Deliver specialised, solutions‑based legal counsel on complex contractual, administrative and public law matters to senior managers and external stakeholders.
• Manage all phases of legal and commercial matters for designated contracts, including drafting terms, variations, sub‑contracts and monitoring contractor payments.
• Lead the development, tendering and negotiation of contracts in line with policy and approved processes.
• Oversee professional advisers, assess emerging legal risks, and propose mitigation strategies.
• Support litigation and dispute resolution activities as required.

Required profile

• Demonstrated experience in administrative law, litigation, dispute resolution and commercial law.
• Strong ability to analyse complex legal issues, interpret legislation and devise accurate solutions.
• Proven track record of managing high‑stakes contracts and stakeholder relationships.
• Excellent judgment, commercial acumen and capacity to handle competing priorities.
