Estimating / Pre-Contracts Manager – Civil Infrastructure

About the role

The Estimating Manager will lead the pre‑contracts function for a well‑established civil infrastructure contractor delivering projects across roads, rail, drainage, earthworks and related sectors. Reporting to senior leadership, you will shape tender strategy, oversee submissions and drive commercial success while supporting the company’s growth trajectory.

Key responsibilities

• Lead all tendering activities for civil infrastructure projects, from pre‑qualification to final submission.
• Manage estimating resources, workloads and team performance to ensure timely, accurate bids.
• Oversee pre‑qualification submissions, risk assessments and commercial strategies for each opportunity.
• Develop pricing methodologies and cost models tailored to project scope and market conditions.
• Review contracts, inclusions, exclusions and coordinate bid activities across multiple locations.
• Drive continuous improvement of estimating processes, tools and documentation.
• Support business development initiatives and maintain strong client relationships.
• Ensure smooth handover to project teams after successful award.

Required profile

• Minimum 10 years’ experience in civil construction estimating or pre‑contracts.
• Proven leadership of estimating or bid teams with strong commercial acumen.
• Extensive experience preparing and reviewing complex civil tenders.
• Solid understanding of contractual terms, risk assessment and pricing strategies.
• Background in roads, rail, earthworks, drainage or related infrastructure projects.
• Degree in Engineering, Construction Management or related field (highly regarded).
• Excellent communication and stakeholder management skills.
