EL1 HR Specialist - Enterprise Agreement (6-Month Contract)

About the role

A newly established national public health agency, an independent body within the Australian Public Service and headquartered in Canberra, is looking for an experienced EL1 Enterprise Agreement / HR Specialist for an initial 6-month contract. The role focuses on industrial relations and enterprise bargaining, helping to build the agency's people function from the ground up alongside its senior leaders.

Key responsibilities

• Lead the agency's enterprise agreement bargaining, consultation and implementation
• Provide expert advice on complex industrial and employee relations matters
• Advise on employment legislation, APS employment frameworks, HR policy and complex workforce issues
• Use workforce data to inform executive decisions and people strategy
• Champion employee engagement, diversity and inclusion and develop HR policies
• Lead complex HR projects and organisational change initiatives
• Work with senior executives so people considerations are built into strategy

Required profile

• Significant experience in strategic and operational HR, including performance management, employee and industrial relations, case management and workforce capability
• Experience in enterprise bargaining and complex IR matters, including supporting lead negotiators, consultation and implementation
• Ability to obtain and maintain a Baseline security clearance
• Desirable: a tertiary qualification in HR, organisational development, business administration or a related field, and extensive practical experience in strategic workforce management and leadership

Required skills

• Strong knowledge of employment legislation and public sector employment frameworks
• Stakeholder engagement and negotiation skills with employees, executives, unions and bargaining representatives
• Experience leading, developing and empowering HR professionals

What we offer

• Pay of $85-$105 per hour plus superannuation
