APS6 & EL1 Workplace Relations / Industrial Relations Specialist

About the role

A Canberra-based independent Commonwealth regulator, created in 2026 as part of a major reform agenda, is building its people and workplace relations team. HorizonOne is recruiting APS6 and EL1 workplace relations, industrial relations and enterprise agreement bargaining specialists on a 6-month labour hire engagement. You will help set the foundations of how the agency cares for its people rather than maintaining an established routine.

Key responsibilities

• Support or lead enterprise agreement bargaining, consultation and implementation
• Advise on workplace relations, industrial relations and employment conditions under APS frameworks
• Interpret and apply enterprise agreements, legislation and APS employment policy
• Manage employee relations and case management matters
• Prepare briefs, correspondence and advice for senior leaders
• Engage with staff, managers, unions and bargaining representatives
• Review and develop HR and workplace relations policies and guidelines

Required profile

• APS experience in workplace relations, industrial relations or enterprise agreement bargaining at APS6 or EL1 level
• Labour hire availability
• Desirable: direct experience in an APS enterprise agreement bargaining round, a tertiary qualification in HR, industrial relations, law or a related field, and an existing Australian Government security clearance

Required skills

• Solid working knowledge of the Fair Work Act, APS employment frameworks and enterprise agreements
• Ability to give clear, practical advice and explain complex matters simply
• Stakeholder engagement, including with unions and bargaining representatives
• Judgement, integrity and discretion on sensitive matters
