Senior Policy Officer - Heavy Vehicle Access and Freight Productivity

About the role

Randstad is recruiting a Senior Policy Officer in Brisbane, Queensland, for the Heavy Vehicle Policy and Productivity (HVPP) team. The officer leads the end-to-end development, implementation and evaluation of heavy vehicle access and freight productivity policies across Queensland. The role focuses on priority freight access issues such as agricultural and livestock routes, farm-gate and last-mile connectivity, quarry access and B-Triple route optimisation, turning pilots, trials and emerging access schemes into evidence-based solutions.

Key responsibilities

• Lead policy from initial scoping and options analysis through to operational implementation and post-implementation review.
• Translate pilots, trials and emerging access schemes into implementable, evidence-based solutions.
• Draft authoritative executive briefings, Cabinet/Ministerial submissions, decision records and formal regulatory instruments.
• Engage with commercial operators, logistics bodies, primary producers and community groups to negotiate viable access solutions without compromising road safety.

Required profile

• Substantial background leading policy from scoping and options analysis through to implementation and review.
• Prior experience in heavily regulated, safety-critical environments such as transport, infrastructure, utilities or heavy industry.
• Experience designing, monitoring and evaluating live trials, proofs of concept or sandbox schemes, including governance, operating conditions, compliance measures and closure frameworks.
• Proven track record of drafting executive briefings, Cabinet/Ministerial submissions, decision records and regulatory instruments.
• Ability to balance competing technical inputs such as pavement wear data, bridge structural assessments, traffic network modelling and road safety metrics.
• Confidence to make clear, defensible decisions on complex, contested proposals.
