Procurement and Contracts Officer

About the role

The City of Kalgoorlie-Boulder is seeking a Procurement and Contracts Officer to lead and support the delivery of high‑quality procurement and contract management practices. This role ensures best value for money, compliance with legislation and policy, and provides strategic advice across the organisation.

Key responsibilities

• Support administration of the City’s Procurement and Contract Management Framework and purchasing strategies.
• Partner with departments to develop compliant, innovative and value‑for‑money sourcing strategies and forecast procurement needs.
• Coordinate end‑to‑end procurement activities, including market assessments, tenders, evaluations, contract awarding and supplier performance management.
• Provide strategic procurement advice, guidance, coaching and education to internal stakeholders.
• Establish and implement contracts in line with legislation and policy, supporting negotiation strategies.
• Assist in developing supplier KPIs and apply contract management principles to drive performance and minimise risk.
• Deliver procurement services that reduce expenditure, uphold probity and support budget development through market insights.
• Comply with WHS, risk management and records management obligations.
• Provide high‑level customer service to internal and external stakeholders, modelling the City’s values.

Required profile

• Demonstrated experience in public‑sector procurement and contract management.
• Strong knowledge of relevant legislation, policies and best‑practice sourcing strategies.
• Ability to partner with multiple departments and influence procurement decisions.
• Excellent analytical, negotiation and stakeholder‑engagement skills.
• Commitment to compliance, probity and continuous improvement.
