Owner's Engineer – Senior Project Engineer / Business Analyst

About the role

A2A Consulting is seeking an experienced Owner's Engineer to act as the trusted technical advisor for major utility and infrastructure clients. You will work remotely, guiding the front‑end lifecycle of multi‑million‑dollar OT, SCADA, and grid‑modernisation projects.

Key responsibilities

• Develop CAPEX/OPEX optimisation frameworks and feasibility metrics for large‑scale IT/OT upgrades.
• Create high‑level concept designs, technical requirements and functional scopes before project tendering.
• Draft, evaluate and manage complex RFPs and specifications, holding vendors and Tier‑1 partners accountable.
• Serve as an independent technical gatekeeper, ensuring governance, minimizing rework and aligning scope with long‑term commercial goals.

Required profile

• 10+ years of experience in utilities (power, water, gas) or heavy‑infrastructure networks.
• Strong engineering foundation combined with commercial acumen; comfortable with both executive and field audiences.
• Proven ability to untangle complex requirements and produce robust business cases.
• Self‑motivated remote worker able to meet milestone goals and attend on‑site meetings when needed.
