IBM Mainframe Developer (COBOL/PL/I)

About the role

The Federal Government client is looking for an IBM Mainframe Developer to support the Passports Issuance and Control System (PICS) within the Passports IT Section. This is a long‑term contract (initial 12 months with two optional extensions) based in Canberra, primarily onsite.

Key responsibilities

• Develop, maintain and support IBM mainframe applications across the full software development lifecycle.
• Write well‑designed, testable and efficient code using COBOL, PL/I, CICS, JCL, VSAM, DB2 and related technologies.
• Produce technical specifications, integrate components, and perform unit and component testing.
• Investigate, troubleshoot and resolve technical issues, including production incidents and defects.
• Support code deployment, release activities and adhere to change management processes.
• Collaborate with project managers, analysts, developers, ICT support staff and business users.
• Maintain technical and functional documentation and provide guidance to colleagues.
• Participate in a rotating after‑hours support roster.

Required profile

• Strong experience with COBOL and/or PL/I, CICS, JCL, VSAM, DB2 and other IBM mainframe technologies.
• Experience with mainframe debugging, telemetry/monitoring tools and operating systems such as z/OS and/or z/VSE.
• Excellent problem‑solving, analytical and communication skills.
• Ability to translate business requirements into technical solutions.
• Minimum active NV1 security clearance; Australian citizenship required.
