EL2 Director, Housing Australia Future Fund Unit

About the role

The Treasury is seeking an EL2 Director to lead the design and implementation of the Government’s commitment to deliver 40,000 new social and affordable homes through the Housing Australia Future Fund (HAFF). This senior position provides policy leadership and oversight of HAFF’s senior debt programme and its lending arrangements with Housing Australia.

Key responsibilities

• Lead and oversee implementation and delivery of HAFF and related priority initiatives, including legislative, governance and financial arrangements.
• Develop intergovernmental funding architecture and prepare Federation Funding Agreements.
• Manage a delivery unit of 8‑10 staff, providing mentorship and performance guidance.
• Advise the Minister for Housing on innovative financing options to maximise Commonwealth outcomes.
• Engage with senior stakeholders across government, First Nations partners, community groups and the financial industry.
• Communicate complex financial analysis and frameworks to diverse audiences.

Required profile

• Demonstrated experience in housing policy or program delivery within the Australian Government’s housing agenda.
• Strong analytical and problem‑solving abilities with a track record of influencing strategic policy direction.
• Proven capability to build and sustain partnerships with ministers, state and territory governments, Housing Australia and other key stakeholders.
• Experience in financial analysis, Commonwealth budget treatment and accounting.
• Established project‑management skills to drive outcomes across complex work programmes.
• Leadership experience guiding teams, building capability and modelling APS values in high‑pressure environments.
