Capability Development Lead

About the role

Hitachi Rail is seeking a self‑motivated Capability Development Lead to drive workforce capability across the Sequence Alliance in Brisbane. The role blends administrative, strategic and technical tasks to ensure a skilled, high‑performing team.

Key responsibilities

• Partner with team leaders to assess capability gaps and deliver targeted development programs, competency roadmaps and capability frameworks.
• Facilitate knowledge‑transfer initiatives for ETCS, manage the central knowledge repository and embed ETCS learning into formal training.
• Define and monitor ways of working, develop RACI matrices, coach staff through change and evaluate adoption impact.
• Maintain the Skills Development Plan, formalise capability assessment frameworks and support leaders in building required capabilities.

Required profile

• Bachelor’s degree in HR, Organisational Development, Education, Business Administration or related field.
• 5+ years of experience in capability development, preferably within rail or software delivery environments.
• Strong interpersonal, facilitation and stakeholder‑management abilities.

Required skills

• ETCS knowledge and ability to deliver peer‑learning sessions.
• Competency framework design and capability assessment.
• Data analysis and metrics to evaluate development effectiveness.
