Program Test Manager – Billing Transformation

About the role

A leading Australian utilities organisation is recruiting a Program Test Manager through its recruitment partner. The role leads the end-to-end testing strategy and delivery for a large-scale Billing Program, covering functional, automation, integration, regression, UAT, performance, security and industry testing. It also leads testing teams, drives the adoption of AQM and Playwright and ensures data migration testing is part of the program test plan.

Key responsibilities

• Lead the testing function across a large, complex transformation program and lead multidisciplinary testing teams of 15+ people across several delivery streams.
• Develop and oversee functional, automation, integration, end-to-end, regression, UAT and non-functional testing.
• Drive the implementation and adoption of AQM and Playwright, and integrate data migration testing into the program test plan.
• Manage testing budgets, resources, vendors, forecasts and delivery risks, and hold accountability for quality governance.
• Provide clear reporting, manage testing risks and give evidence-based recommendations to support successful program releases.

Required profile

• Experience in the energy, utilities or regulated infrastructure sectors, particularly billing, metering or market systems.
• Proven track record leading testing teams of 15+ resources across multiple delivery streams.
• Strong stakeholder management and leadership skills in complex delivery environments.

Required skills

• Test strategy development and oversight of functional, automation, integration, regression and UAT testing.
• Implementing or upgrading test management tools, automation frameworks and processes.
• Defect governance, quality reporting, test traceability and release-readiness advice to senior stakeholders.
• Highly desirable: exposure to AQM, Playwright, Python and SQL; experience with large-scale billing transformations, data migration testing, complex integrations and major cutovers.
