Principal Program Officer – Community Housing Delivery

About the role

The Queensland Government is seeking a Principal Program Officer (AO7) to lead the delivery of innovative social and community housing solutions. You will work with a range of partners to increase the supply of community‑owned housing and support the state’s target of 53,500 new homes by 2044.

Key responsibilities

• Provide financial, contractual and policy advice on market proposals for additional social and affordable housing.
• Build and maintain professional networks with state, federal and local governments, financiers, industry bodies, community housing providers and not‑for‑profits.
• Negotiate contracting terms with providers, manage performance and ensure compliance with funding agreements.
• Maintain data integrity, conduct regular reviews and produce business analysis and reporting.
• Prepare complex proposals, project plans, recommendations, submissions and briefing papers for senior management.
• Lead procurement activities to ensure transparent, fair market processes.
• Manage high‑level projects within the capital grant program, addressing policy and funding issues.
• Guide investment decisions by developing evidence‑based housing assistance projects.

Required profile

• No mandatory qualifications, but a working knowledge of the National Regulatory System for Community Housing is essential.
• Familiarity with the Housing Act 2003 and related regulations.
• Strong analytical, negotiation and stakeholder‑engagement capabilities.
• Experience in program or project management within the housing or community sector.
