Senior Project Manager – Approach to Market (Government Procurement & COTS)

About the role

This senior project manager position leads the procurement strategy for a major enterprise transformation program. You will shape the Approach to Market (ATM) for a large Commercial Off‑The‑Shelf (COTS) acquisition before the implementation phase begins.

Key responsibilities

• Plan, govern and deliver a comprehensive ATM for a high‑value COTS procurement.
• Develop integrated project plans, procurement strategies and governance artefacts aligned with program objectives.
• Manage a multidisciplinary team responsible for compliant procurement documentation, evaluation approaches and market engagement.
• Engage business, technology and executive stakeholders to ensure outcomes meet strategic, operational and governance requirements.

Required profile

• Proven experience leading multiple large‑scale ATM or Request for Tender (RFT) activities for COTS solutions within government.
• Strong knowledge of government procurement frameworks, sourcing strategies and value‑for‑money principles.
• Demonstrated project leadership using PRINCE2 and familiarity with Managing Successful Programmes (MSP).
• Excellent stakeholder engagement, facilitation and negotiation abilities.
