Workforce Capability Manager

About the role

The Workforce Capability Manager will lead capability development, workforce planning and learning initiatives to support the Reef Authority’s strategic workforce plan.

Key responsibilities

• Provide strategic advice on capability development and design innovative training programs.
• Conduct organisation‑wide training needs assessments and develop annual training plans.
• Design, source and manage both outsourced and in‑house training, including budgeting and quality monitoring.
• Maintain and continuously improve the Reef Authority’s Learning Management System (LMS) and manage training records and reporting.
• Coordinate entry‑level pathway programs such as the Indigenous Apprenticeship Program.

Required profile

• At least three years’ experience in a similar learning and development role within the APS context.
• Strong analytical, stakeholder‑engagement and project‑coordination skills.
• Ability to influence, collaborate and deliver results under pressure.
• Customer‑focused with a track record of developing tailored learning solutions.

Required skills

• Experience using Acorn Learning Management System (LMS) or a similar platform.
• Proficiency in managing training budgets and coordinating training providers.
