People and Culture Manager

About the role

The Institute of Health & Management (IHM) is seeking an experienced People and Culture Manager to lead HR operations across its national campuses. Reporting to the Operations Director, this strategic yet hands‑on role will shape a compliant, high‑performing and inclusive workplace for a multi‑campus higher‑education environment.

Key responsibilities

• Oversee the full employee lifecycle – recruitment, onboarding, performance management, development and separation – for all IHM campuses.
• Act as the primary expert on Australian employment law, Modern Awards and employee relations, handling complex HR matters.
• Develop, implement and review HR policies, procedures and workforce strategies aligned with TEQSA requirements.
• Partner with academic and professional leaders on workforce planning, succession planning and organisational development.
• Drive diversity, equity and inclusion initiatives that reflect IHM’s values and community diversity.
• Produce monthly HR reports on metrics, attrition, engagement, compliance and training for senior leadership.
• Lead, coach and develop the People & Culture team to deliver responsive HR services.

Required profile

• Master’s degree in human resources, business administration or a related field (essential).
• Professional HR certification preferred; postgraduate qualifications in employment law or higher‑education administration highly regarded.
• 5–10 years progressive HR management experience, preferably in higher education or a multi‑campus setting.
• Deep practical knowledge of the Fair Work Act 2009, National Employment Standards and Higher Education Industry Awards.
• Proven ability to manage complex employee‑relations issues.

Required skills

• Expert knowledge of Australian employment legislation and Modern Awards.
• Experience with HR policy development and compliance reporting.
• Strong capability in workforce planning and organisational development.
