Head of Technical Operations – Health Sector CISO

About the role

The Head of Technical Operations (Health Sector Chief Information Security Officer) provides senior technical leadership for Health Technology Services, driving cyber‑maturity across the Victorian public health sector. This role shapes and executes the Health Sector Cyber Strategy, ensuring resilient, secure digital services for the health community.

Key responsibilities

• Lead development and implementation of the Health Sector Cyber Strategy, focusing on resilience, capability, assurance and risk management.
• Ensure the integrity, resilience and security of HTS technical environments and that technical standards and operating models scale effectively.
• Provide authoritative technical advice to executives and sector stakeholders, influencing high‑consequence decisions.
• Lead major cyber and technical incident responses within HTS.
• Build and maintain the technical capability, capacity and maturity required to deliver secure, reliable digital health services.

Required profile

• Tertiary qualification in information technology, cyber security, computer science, engineering or a related discipline.
• Senior‑level experience providing technical leadership in cyber security or large‑scale technical operations within highly regulated environments.
• Proven track record developing and implementing cyber security strategies, frameworks or maturity uplift initiatives.
• Experience acting as a technical authority on high‑risk issues and advising executive decision‑making.

Required skills

• CISSP certification (or equivalent).
• CISM certification (or equivalent).
• SABSA certification (or equivalent).
• Knowledge of service governance frameworks such as COBIT.
• Knowledge of IT service management frameworks such as ITIL.
