Head of Strategic Procurement

About the role

The Head of Strategic Procurement will lead the Council’s procurement function, partnering with all business units to develop a robust, future‑focused procurement framework. This senior position reports to the CEO and works closely with the Executive Leadership Team to align procurement activities with organisational priorities and community impact.

Key responsibilities

• Provide high‑level strategic advice to the CEO and ELT on procurement and tendering framework development.
• Lead and implement strategic procurement initiatives that drive efficiencies for capital works and operational delivery.
• Oversee continuous improvement of the Contract Management Framework, including related strategies and procedures.
• Deliver expert guidance to senior leaders on procurement, tendering and legislative requirements.
• Collaborate with internal and external stakeholders to plan, source and manage strategic procurement arrangements aligned with organisational objectives.

Required profile

• Demonstrated procurement experience in a complex organisation with strategic influence.
• Relevant tertiary qualifications or equivalent extensive experience in procurement or a related field.
• Strong understanding of procurement principles, frameworks and best practice.
• Proven track record of identifying and implementing cost‑efficiency and sustainable procurement initiatives.
• Exceptional stakeholder engagement and influencing abilities.
