Director, Portfolio Analysis

About the role

The Director, Portfolio Analysis will serve as the primary relationship manager for portfolio funding and financial matters between the Department of Treasury and Finance (DTF) and the Department of Transport and Planning (DTP) as well as the Victorian Auditor‑General’s Office. Reporting to senior leadership, the role provides strategic advice on the Integrated Management Cycle, investment decisions, and financial management in line with Victorian legislation and policy.

Key responsibilities

• Lead advice to senior management, the Treasurer and the Minister for Finance on portfolio funding, budgeting and resource allocation.
• Oversee financial analysis and policy development for major transport infrastructure projects and service contracts.
• Collaborate with the Infrastructure Division and other DTF teams to assess fiscal implications of government decisions.
• Manage and develop a team of six to eight policy and public‑sector finance professionals.
• Contribute to the broader executive leadership of fiscal strategy, group management and organisational culture.

Required profile

• Proven record of leading complex policy and financial advice in a public‑sector environment.
• Experience analysing intricate policy or financial issues and identifying emerging risks and opportunities.
• Strong stakeholder management and communication skills with senior government officials.
• Demonstrated leadership in managing high‑performing finance teams.
