Learning & Development Manager – National Role

About the role

We are seeking a senior Learning & Development Manager to lead Pacific National’s national training function. Based in North Sydney, you will oversee the delivery of technical and accredited training, ensuring compliance, quality and cost‑effectiveness across the rail network.

Key responsibilities

• Recruit, onboard and progress new driver cohorts to full operational competency.
• Design and embed a consistent, high‑quality new‑starter experience that reduces time‑to‑competence.
• Maintain ASQA and national standards compliance for the Registered Training Organisation (RTO).
• Manage audits, reporting, evidence and quality‑assurance processes.
• Engage and manage external instructional design partners.
• Drive innovation in training delivery using technology to improve efficiency and ROI.
• Track and report training effectiveness and return on investment.
• Identify and secure government funding and incentive opportunities.

Required profile

• Significant experience leading technical or safety‑critical training in a regulated or heavy‑industry environment.
• Proven experience operating within or managing an RTO.
• Strong communication, stakeholder influencing and team leadership capabilities.
• Passion for continuous improvement and ability to deliver sustainable change.
• Commercial acumen with budget management and vendor‑management experience.
• Qualifications in Adult Learning, Vocational Education or Learning & Development (e.g., Certificate IV TAE40122).
• Understanding of ASQA, AQTF and VET sector requirements.
