General Manager – Operations

About the role

The Great Ocean Road Coast and Parks Authority is seeking an experienced General Manager Operations to lead the integration, optimisation and performance of operational delivery across its coastal and park management functions. Reporting to the Director of Land and Marine Management, this senior leader will drive a unified operating model that brings together environment, emergency management, infrastructure, visitor services and asset management.

Key responsibilities

• Lead the integration of coastal and park operations into a cohesive, end‑to‑end operating model.
• Oversee the transition of National Park management functions into the Authority’s operating framework.
• Translate strategic priorities into coordinated operational delivery across multiple service areas.
• Provide leadership and performance oversight for operational managers.
• Drive continuous improvement, standardisation and optimisation of service delivery models.
• Manage operational risk, resource allocation and budget performance.
• Strengthen organisational capability, accountability and a high‑performance culture.
• Partner with Traditional Owners, government agencies and community groups.
• Support emergency management readiness and coordinated operational responses.

Required profile

• Tertiary qualification in environmental management, planning, engineering or a related field.
• 10+ years of senior leadership experience in complex operational environments.
• Proven experience in government or statutory authority settings.
• Strong track record delivering large‑scale, cross‑functional programmes and organisational change.

Required skills

• Ability to translate strategic direction into operational systems and delivery models.
• Experience leading multi‑disciplinary teams in environmental and park management contexts.
