Business Analyst – Hybrid Contract in Melbourne

About the role

We are seeking a Business Analyst to support a State Government client’s regulatory operations on a 2‑3‑month contract. The role is hybrid, based in Melbourne CBD, and focuses on the management of Certificate of Electrical Safety (COES) audit contracts.

Key responsibilities

• Lead end‑to‑end mapping of current COES contract management processes, covering certificate distribution, work allocation, audit delivery, data handling and close‑out.
• Document each process stage in a structured format, detailing roles, decision points, system interactions and data flows.
• Facilitate workshops, interviews and observations with stakeholders across Regulatory Operations and Electrical Installation Safety to gather detailed process information.
• Validate process maps with subject‑matter experts and capture variations, informal practices and inter‑team dependencies.
• Develop a resource‑requirement model to support current and future COES contract delivery.

Required profile

• Proven experience in business analysis with a strong emphasis on process mapping and documentation in complex operational settings.
• Demonstrated ability to capture end‑to‑end processes clearly and consistently.
• Excellent stakeholder engagement skills, including workshop facilitation and interview techniques.
• Capability to identify improvement opportunities such as reducing duplication, removing bottlenecks and recommending practical changes.
