Executive Director People and Culture

About the role

Ambulance Victoria is seeking an experienced senior leader to head its People & Culture division. Reporting directly to the Chief Executive Officer, the Executive Director will shape and drive the organisation's people strategy, ensuring alignment with the broader strategic plan and fostering a high‑performance, inclusive workplace.

Key responsibilities

• Provide executive leadership, strategic advice and oversight for all People & Culture functions, ensuring compliance with legislative requirements and risk mitigation.
• Lead cultural transformation initiatives, promoting teamwork, psychological safety, accountability and internal connection.
• Develop and deliver the three‑year People Plan that supports AV’s Strategic Plan 2023‑2028 and the recommendations of the Victorian Human Rights and Equal Opportunity Commission.
• Integrate innovation and quality improvement across the organisation, focusing on leadership capability, health, safety and workforce wellbeing.
• Advise the CEO and Board on people and industrial matters, ensuring decisions align with organisational objectives.
• Implement a comprehensive people strategy with measurable KPIs, leveraging emerging practices, technology and data integration.
• Model best care principles and build capability to sustain a safe, fair and inclusive workplace.

Required profile

• Proven senior leadership experience in Human Resources, preferably within health, public sector or large‑scale service organisations.
• Demonstrated ability to develop and execute strategic HR plans that drive cultural change.
• Strong knowledge of legislative, health and safety, and industrial relations frameworks.
• Experience influencing executive boards and senior stakeholders.
• Track record of integrating innovation, technology and data into HR practices.
